Role Purpose:
The Regional Compliance Officer is responsible for helping to develop, deliver and manage a comprehensive anti-money laundering compliance programme based on all applicable laws across the designated region and the company’s compliance policies.


Key Accountabilities:
Work with line manager to undertake a gap analysis in regard to compliance and anti-money laundering awareness and adherence of policies of regional Agents.  Develop and maintain an appropriate anti-money laundering and compliance programme for region.
Carry out timely and thorough transaction analysis. 
Perform ad hoc investigations of suspicious transactions/ fraud detections as identified internally or reported by the company’s agents, under the guidance of the line manager. 
Develop and maintain formal written procedures for reviewing transactions of suspicious activity.
Produce concise and accurate suspicious activity reports arising from transaction reviews and suspicious activity reports submitted by the company's agents.
Review and carry out investigations on receipt of reports and information received from other departments including Risk, Fraud and Legal.
Provide regular updates on any issues/ observations made in recent transaction review and analysis, via line manager to the VP Compliance based in London.
Provide anti-money laundering (AML) compliance training and conduct periodic communications with the company’s agents on AML issues.
Create and implement a plan for training staff across the region on AML requirements.
Work with line manager to produce, distribute and maintain AML manuals, procedures, compliance bulletins and other forms of educational literature designed for distribution to the agents in region.
Establish and maintain close working relationships with law enforcement agencies and appropriate regulatory bodies across the region. Respond to requests and maintain a document log pertaining to such requests.  Report any suspicious activity as appropriate and as dictated by law. 
Maintain sound working knowledge of relevant company’s AML issues, laws and regulations, including monitoring relevant press stories and attending seminars.
Identify trends and opportunities to further improve the company's money laundering compliance program.
Perform on-going compliance exercises including audits, ad hoc Agent due diligence review and mystery shopper campaigns as appropriate.
Respond appropriately to any customer complaints that relate to consumer fraud.
Develop & maintain Agent Due Diligence files.
Working with line manager, provide compliance support & AML risk assessment on new product initiatives as required.
Other duties as assigned by line manager.

Scope:
Territory: Scandinavia, Benelux and the Baltics
Office/Base: Netherlands (home-based)
Reports to: Regional Compliance Manager Europe and Russia (London-Based).  
Will collaborate closely with teams at all levels within designated region, will also liaise with London and US-based departments. Ongoing liaison with external regulatory bodies and law enforcement agencies.
Territory designation may be subject to change dependant on the needs of the business.
Some travel within territory may be required (max. 15%)
Some flexibility with regard to working hours will be required.


Qualifications, Experience & Skills:
Ideally degree-educated with a recognised AML, Risk, Fraud and/or Compliance qualification.
Proven experience in a AML, regulatory/compliance and/or officer role where this has involved the implementation of compliance programmes, systems and procedures.  Demonstrated experience of reviewing, detecting and reporting suspicious activity is required and is working closely with external regulators and law enforcement agencies.  Experience will ideally have been gained in the financial services sector.
Demonstrated ability to effectively work independently, set priorities and meet deadlines, and to manage projects.
Excellent communication skills, both oral and written.
Demonstrated ability to draft clear and professional correspondence, policies and procedures and other documents of a legal and business nature. Capability to communicate effectively and professionally with management regarding difficult and complex issues. 
Proven analytical and problem solving ability. 
Fluency in English (both written and verbal) is essential. Dutch would be extremely advantageous.
Demonstrate ability to appropriately work with confidential information.
Able to work in a culturally diverse and changing environment.
Proficient with MS Excel, MS Word and database tools (preferably MS FoxPro, MS Access and Oracle)
